Get a Persona delivery policy
Read the optional ordered routing rules owned by a registered Persona

Read the one optional policy attached to a DNS-backed Persona. The Persona must be registered and active, but it may have no policy. An expired or revoked Persona returns
409 persona_inactive rather than exposing an applicable policy.

404 means the Persona has no policy or does not exist. Inspect the error field to distinguish policy_not_found from persona_not_found.

- Authentication: none
- Persona identifier: DNS name, not a DID
- No policy: normal fall-through behavior
